This sudy aims to examine the key factors that influence effectiveness of a crisis management process in public sector. To achieve this aim, the researcher formulated two research questions: Firstly, ‘what are the key tasks that influence the effectiveness of a crisis management process in public sector?’ Secondly, ‘from the public sector perspective, what are the main barriers to an effective crisis management process? In other words, why do crises challenge public institutions?’
