Civil service, whether we consider it together with its traditional, modern or “new” terminology, is one of the basic titles limited to a few titles from the administrative activities of the state. Others are included in the literature as some other well-known titles such as regulation, law enforcement, planning, promotion and support. The way it is handled in the past and in the future will differ from each other in that it includes basic principles such as continuity and uninterruptedness, regularity, generality, variability and free of charge.
